Justin Steele to IL with Elbow Tendinitis

The Cubs believe Justin Steele can return this season, but he can’t do so with just one skipped start. Since he was still symptomatic and unable to throw on Wednesday, they have placed him on the 15-day IL with that they’re calling elbow tendinitis. A corresponding move has not yet been announced.
